美國之音(以下稱VOA)的英語節目,按播音速度可分為兩種:Standard English (標準英語)和 Special English(特別英語)。

Special English 又叫“慢速英語”,是VOA 專為全世界非英語國家初學英語的聽眾安排的一種簡易、規范的英語廣播節目。該節目創始于50年代末期,是VOA 的專家們研究如何與世界各地的英語學習者進行交際的產物。它正式開播于1959年10月。當時只面向歐洲和中東,但由于這個節目適合許多國家英語學習者的需要,所以它的廣播對象不久就擴大到世界其他地區,并很快在全世界范圍內產生了廣泛的影響?,F在這個節目對歐洲、非洲和拉丁美洲每晚廣播一次,對加勒比地區每晚廣播一次(星期天除外),對東南亞廣播次數最多,每天上午兩次,晚上三次。

30多年來,VOA 為了辦好Special English節目,進行了大量的調查研究工作,對播音速度、內容及用詞范圍都作了具體規定,基本上達到了既能為英語學習者提供信息,又不損害英語本身風格的目的,使之成為VOA 獨具特色,擁有最大量聽眾的節目。

美國著名詞匯學家S. B. Flexmer 指明了Special English的三條標準,也就是它所“特別”的地方:

1、它是一種由美國人最常用的1500個基本單詞為主體構成的美國英語;

2、它用簡短、明晰的句子寫作和廣播;

3、它以每分鐘90個單詞的速度,即2/3的Standard English(標準英語)速度進行廣播。

Special English的節目可分為兩大類:一類是新聞節目;一類是專題節目。
